Region 11 Deck Replacement of Three Bridges

Environmental Planning & Management, Inc. (EPM) performed inspections for the presence of asbestos containing materials (ACM) associated with the superstructure replacement of the 86th Street Bridge over Gowanus Expressway (I-278), Randall Avenue over Throgs Neck Expressway (I-695) and Lefferts Boulevard over Belt Parkway and South Conduit Avenue.

EPM prepared a Hazardous Material Inspection Report summarizing data collection techniques, sample locations and quantities of confirmed hazardous materials.

Rehabilitation of Van Wyck Expressway

EPM performed limited inspections to identify asbestos containing materials (ACM) that may be impacted by the rehabilitation of the Van Wyck Expressway (I-678) viaduct, from College Point Boulevard (north of the Long Island Expressway) to the Long Island Railroad (LIRR).  The project scope was to replace the concrete deck, perform concrete pier repairs, replace all bearings, and perform necessary steel repairs which will increase the service life of the structure.

The purpose of the inspection was to identify the location, quantity and general removal options for asbestos containing materials (greater than 1%) in accordance with the New York State Industrial Code Rule 56.

Inwood Soil Mound Site Nassau Expressway Reconstruction

EPM completed an Environmental Soil Investigation at the former New York Depot Site (a.k.a. the Inwood soil mound), located on Bay Boulevard in Inwood, NY.  The project scope was to reconstruct the Nassau Expressway (NY878) in order to improve traffic operations and safety, and improve the resiliency of the emergency coastal storm evacuation route.

Soil samples were collected for laboratory analysis from test pits and soil borings.  Soil analysis results were compared to NYSDEC Part 375 Remedial Program Soil Cleanup Objectives (SCOs).  EPM prepared a Soil Investigation Report, which included all test results and conclusions regarding disposition of contaminated materials.

Reconstruction of Kew Gardens Interchange Infrastructure

EPM performed inspections for the presence of hazardous materials in association with the Kew Gardens Interchange Project.  EPM investigated 21 bridges and associated structures (which were separated into four separate construction areas) at the confluence of the Van Wyck Expressway, the Grand Central Parkway, the Jackie Robinson Parkway, and Union Turnpike.  The scope of the construction work included three bridge replacements (including abutments), deck replacements, a bridge extension and widening, relocation of retaining walls, a pedestrian tunnel, roadway realignments, and various repairs of all types.

EPM investigators submitted bulk samples of suspect asbestos containing materials in accordance with NYS Industrial Code Rule 56, to an ELAP certified laboratory for analysis using PLM/TEM.  Based on the lab results, EPM also prepared and submitted soil/groundwater investigation plans in anticipation of future excavations. 

 

Term Contract

EPM has provided asbestos assessment, remediation design, and abatement oversight services on nine consecutive 3-year term contracts throughout NYC, Long Island, Westchester, Rockland, Orange and Putnam Counties. 

Assignments cover roadways, bridges and buildings. For initial assessment phase, EPM is responsible for bulk sample collection and   assessment reports preparation.  For the design phase, EPM will identify and specify abatement procedures, which include preparation of special notes to be added to Contract Plans, NYSDOT Removal Items, NYSDOT Blanket Variances, and NYSDOL Applicable Variances.

 

Kosciusko Bridge

EPM conducted Asbestos Investigations, Phase I Environmental Site Assessments and Phase II Soil Investigations, and prepared abatement design plans, specifications, and cost estimates for hazardous material abatement at the Kosciuszko Bridge  Reconstruction Project.

The investigation included sampling and analysis of soil, groundwater, soil vapor, and Newtown Creek sediment, plus asbestos containing materials  sampling at the Brooklyn-Queens Expressway approaches, the Kosciuszko Bridge, and 25 commercial structures to be acquired by NYSDOT for  demolition.

Design services included preparing  asbestos remediation documents for properties slated for demolition, preparing a Project Health and Safety Plan and a Contaminant  Management Plan for the Contractor during construction.

 

 Alexander Hamilton Bridge

EPM performed construction inspection and oversight in support of the rehabilitation of the Alexander Hamilton Bridge.

EPM prepared a Phase II Environmental Work Plan and performed a Phase II investigation for proposed areas for excavation. EPM also reviewed the asbestos contractor’s Site Specific Variance requests and work plan submissions.

EPM field staff inspected excavations and load-outs of contaminated soil, and reviewed contractor submittals to verify material was properly handled.

EPM field staff also monitored asbestos abatements and abrasive and non-abrasive lead disturbance which included air sampling, assessment of visible emissions and checking containment integrity.
