Alley Creek CSO Disinfection Systems (queens, ny)
Environmental Planning & Management, Inc. (EPM) conducted a Phase I Environmental Site Assessment to ascertain environmental conditions in support of planned site development activities at the Alley Creek Combined Sewer Overflow (CSO) Retention Facility, which is owned by the New York City Department of Parks and Recreation.
The project scope called for the construction of a new disinfection building and a new retention tank, either on the north side of Northern Boulevard or at the existing pump station facility, for which soil excavation was expected.
EPM’s activities for this Phase I ESA consisted of review of Sanborn maps, review of prior sampling investigations performed within the past 20 years, a site visit and inspection, interviews with individuals familiar with the property and local officials, and performance of a Tier-1 Vapor Encroachment Screen. The ESA was conducted in accordance with ASTM E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process and standard regulatory guidelines (i.e., CERCLA, Section 9601 (35)(b) of Superfund Amendments and Reauthorization Act).
Based on a review of historical records, EPM identified several Recognized Environmental Conditions that represent potential impacts to subsurface soils/groundwater within the project site.
EPM prepared a Phase I ESA Report which summarized all actions and findings, and established a detailed profile of soil conditions on the subject property.
Oakwood Beach Wastewater Treatment Plant (staten island, ny)
EPM conducted a hazardous material investigation in advance of planned improvements to the headworks at the Oakwood Beach Wastewater Treatment Plant. This survey sought to identify suspect asbestos containing materials (ACM), lead based paint, PCB containing materials, and Universal Waste.
The survey focused on asbestos containing building materials and lead-based paints associated with electrical control cabinets, and major components located in pump and screen rooms, as well as mercury switches, thermostats, possible PCB containing ballasts in fluorescent lighting, and explosion-proof lighting located in pump and screen rooms
EPM collected samples of suspect materials for laboratory analysis, evaluated results, and prepared an investigation report. Recommendations included worker health and safety precautions during reconstruction activities, and handling, storage and disposal of hazardous material being abated.
Replacement of the Esopus Creek Bridge and ROUte. 28A Railroad Bridge (boiceville, ny)
EPM performed an asbestos and lead paint survey of areas with the potential to be impacted by the replacement of the Esopus Creek Bridge and the Rte. 28A Railroad Bridge Project in the town of Boiceville, New York.
The purpose of the survey was to identify the location and quantity of asbestos containing materials (ACM greater than 1% as measured by PLM, and TEM as applicable) and lead containing paint that might be impacted by bridge replacement/demolition activities.
EPM prepared a Hazardous Material Survey report summarizing all confirmed and assumed asbestos containing materials and lead containing painted surfaces with the potential to be impacted by the replacement/demolition along with their description, location, and quantity.
New Croton Aqueduct (Westchester County to Manhattan, NY)
EPM as an environmental sub-consultant provided Construction Inspection Services for the Rehabilitation and Restoration of the New Croton Aqueduct. The project involved the removal of contaminated sediments/soils, including heavy metals, petroleum and solvents, the abatement of asbestos containing materials, and lead paint removal. The work areas involved surface areas, surface structures and underground structures (shafts and tunnels).
EPM performed environmental monitoring and oversight services during the excavation, stock-piling, transport and disposal of contaminated sediments/ soils, as well as hazardous and non-hazardous contaminated and industrial waste materials; impacts to groundwater and dewatering activities; stormwater runoff; dust control; and removal/handling of asbestos and lead containing materials.
EPM provided weekly reports regarding monitoring, sampling, and disposal activities of all hazardous materials, reviewed asbestos and lead health and safety and air monitoring programs, and prepared final reports summarizing all findings and recommendations for each Construction contract.
Newtown Creek (queens, ny)
EPM conducted Phase I and Phase II Environmental Site Assessments (ESAs), and prepared hazardous material abatement design plans, specifications, and cost estimates for the Newtown Creek Drainage Area improvements at four Outfall locations under NYCDEP.
The Phase I ESAs identified the potential of hazardous materials within the project limits. EPM then conducted Phase II environmental sampling and confirmed the presence of hazardous materials. Afterwards, design specifications, notes and cost estimates were prepared for the proper handling and disposal of the hazardous materials to be encountered during construction to improve the combined sewer outflow systems with the addition of bending weirs and floatable control technologies.
EPM was also tasked to prepare a Construction Health and Safety Plan (CHASP) and a Remedial Action Plan (RAP) for use during construction by the Contractor to ensure proper handling and disposal of the material, and establish project specific protocols to protect workers and the community from exposure during construction.
