Bay Park Sewage Treatment Plant Effluent Diversion to Cedar Creek Water Pollution Control Plan
Environmental Planning & Management, Inc. (EPM) completed a Phase I Environmental Site Assessment (ESA) and Phase II Environmental Investigation for the proposed Effluent Diversion of Wastewater from the Bay Park Sewage Treatment Plant (STP) to the Cedar Creek Water Pollution Control Plant (WPCP) Ocean Outfall.
The Phase I ESA was conducted to identify potential sources of hazardous or contaminated materials that could impact project construction and operation. The assessment consisted of a visual site reconnaissance to observe for signs of the use, storage or release of hazardous materials within, or abutting, the project corridor; review of historic Sanborn Fire Insurance Maps and review of federal, state, and local agency environmental records.
The Phase II Environmental Site Investigation was completed to identify subsurface environmental conditions. Soil and groundwater samples were collected for environmental laboratory analysis and were analyzed for Volatile Organic Compounds (VOCs), Semi-VOCs, Polychlorinated Biphenyls (PCBs), Pesticides, Total Petroleum Hydrocarbons (TPH), and Target Analyte List (TAL) Metals. Selected soil samples were also analyzed for Toxicity Characteristic Leaching Procedure (TCLP) RCRA 8 Metals to determine if the material could require disposal as a regulated hazardous waste.
EPM prepared a Hazardous and Contaminated Material Screening Assessment Report and a Phase II Environmental Investigation Findings Report summarizing findings, data collection techniques, analysis procedures, and locations and quantities of confirmed hazardous materials.
Milburn Creek Culvert Improvements
EPM completed an environmental soil investigation for the Merrick Road over Milburn Creek Culvert Rehabilitation Project. The project will make repairs to the existing concrete box culvert that connects Milburn Pond to Milburn Creek beneath Merrick Road.
The investigation was performed to determine the environmental quality of soil within the limits of excavation for the project since there was potential for project soils to be impacted with petroleum due to a former gasoline filling station that once occupied the abutting property.
EPM prepared a Soil Investigation Report summarizing findings, data collection techniques, analysis procedures, and locations of confirmed contaminated soil. Also included were recommendations for proper removal and disposal of impacted soil.
Lawrence/Cedarhurst Water Pollution Control Plant
EPM performed Asbestos Surveys at the Lawrence/Cedarhurst Water Pollution Control Plant. The purpose of the surveys was to investigate if waterproofing material was present in various buildings and to sample it for asbestos content.

Cedarhurst Screening Building – brick façade
Cedarhurst Pump Building – brick façade
Cedarhurst Sludge Control Building – brick façade
Cedarhurst Office / Lab Building – brick façade
Primary Digester Tank – known asbestos containing mastic below face brick façade
EPM prepared an Asbestos Survey Report summarizing findings, data collection techniques, analysis procedures, and locations and quantities of confirmed asbestos containing materials.
Rehab of Two Bridges Over Meadowbrook Parkway (Uniondale, NY)
EPM provided hazardous materials design in preparation for planned construction/demolition activities at the Glenn Curtiss Boulevard and Charles Lindbergh Boulevard Bridges over the Meadowbrook State Parkway.
EPM performed a hazardous asbestos, lead and universal waste survey at both bridges. To ascertain probable locations for suspect hazardous materials, EPM reviewed all available as-built drawings to facilitate sample collection for subsequent laboratory analysis. Testing of suspect asbestos containing materials (ACM) employed Polarized Light Microscopy (PLM) and, as needed, Transmission Electron Microscopy (TEM) for any non-friable, organically bound materials which tested negative under PLM. Preparation and testing of suspect lead based paint samples used Flame Atomic Absorption Spectroscopy in conjunction with modified EPA SQ-846 Methods 3050 & 7420.
All findings, test results and recommendations for abatement design were presented in a Hazardous Materials Findings report. EPM later provided design specifications, NYSDOT Item Numbers special drawing notes, and annotated drawings depicting the locations of all confirmed ACM and lead paint.
When scheduled, asbestos abatement will conform to NYS Industrial Code Rule 56. Lead abatement will conform to the OSHA Lead in Construction Standard (29 CFR 1926.62) and additional requirements stipulated by the Resource Conservation and Recovery Act (RCRA).
Nassau county Bridge Authority
Upgrades to Atlantic Beach Bridge (Lawrence, NY)
Environmental Planning & Management, Inc. completed a hazardous material investigation on behalf of the Nassau County Bridge Authority for the Atlantic Beach Bridge. The significant elements of the proposed design included replacement of the bascule lift spans, electrical and mechanical systems, and the grid deck.
EPM performed field inspections for the presence of asbestos containing materials (ACM) and lead containing materials (LCM), and collected samples for laboratory analysis.
As part of construction phase support, EPM evaluated contractor proposals for removal of pipe insulation, which was sampled and confirmed to contain asbestos. Contractor submittals for abatement work were also reviewed and comments resolved prior to official use.
