Environmental Planning & Management, Inc. (EPM) performed Phase I Environmental Site  Assessments (ESA), and Phase II Environmental Site Investigations as needed, at a number of properties operated by the Fire Department under two consecutive term agreements.  The intent of these studies was to ascertain whether contamination existed in the soil or groundwater which could be impacted by construction activity to rehabilitate each property for future FDNY use.

The Phase I ESA included review of public records, regulatory data bases and historic maps, a site visit, and interviews with people familiar with the area.  If the preliminary search indicated that some type of hazardous waste activity was previously active on the property, then a Phase II investigation was authorized.  Prior to commencing field work, EPM prepared a detailed Site Investigation Work Plan and a Site Specific Health and Safety Plan for the protection of on-site workers and the general public. 

Assisted by contractors, EPM employed ground penetrating radar and a magnetometer to locate hidden objects, such as underground petroleum storage tanks.  EPM obtained subsurface soil cores by means of geoprobing using a portable rig. Field staff visually inspected each core, noted any unusual odors, and used a photoionization detector to assist in the selection of samples.

As warranted, EPM also conducted soil vapor studies.  An ELAP certified laboratory analyzed the soil and groundwater samples for the presence of VOC, SVOC, PCB and RCRA 8 Metals, plus all soil vapor samples for VOC, and determined the precise concentration of each analyte.
